If this old brain of mine, serves me well,  I am pretty sure that many years ago, when there were several threads going regards the propagation   of the clumpers, the consensus was that the "thinner the bamboo wall" , the harder it was for successfully doing single node, or any sort of cuttings..  This was attributed to the thinner wall, having less mass, and thus less starch  (sugars ? ?), there to support new growth, to promote rooting.
        Plus one thing that "I" know for sure, the soil temperature MUST be 80-85º F or so, to promote  good rooting.  An "expert' nursery person taught me that, long ago..   Plus I found that it was easier said than done, to keep the SOIL temperature that high::   I always "assumed', that the evaporation of moisture at the soil surface acted as a cooling factor..  ? ? ?  Keep in mind that I am NOT a true  nursery person, but I have done some node cuttings, etc, "just for fun".. 
 
        I believe you will continue to have low success with trying to do cuttings, and such with Textilis, because of it's thin walls.      Now the ground layering, in MY mind, should be more successful as  the culm is still feeding off of "mama' bamboo from it's base..  An "Umbilical cord",  so to speak.. 
 
Just one man's opinion, but gleaned from a LOT of comments from over the  years ..   I haven't given you any advice actually, but  to suggest "why" you may be having a low success ratio.  I doubt that the age of your stock has much to do with it..   Back then, there was one person in Florida, who made a GOOD  living, using single node cuttings, from the current years growth..  By the tens of thousands..

Next season I should have quite a bit of propagation material but I want to make sure I get the best out of it.
